		<description>Great question.  Our post attempts to explain that by suggesting that public affairs is a look at the larger picture.  It looks at public policy issues in a broader context.  It places emphasis on addressing the constraints and peripheral issues that affect singular public policy issues.  Its an evolving concept and one that we seek to jump start a conversation on.  In reality, public policy issue consideration is increasingly moving towards this approach but it is not easy and similarly complex to benchmark.  How do we measure complexity in relation to public policy? How do we as policy makers ensure that we using the most efficient process of achieving our desired goals in a murky policy landscape?  These are serious issues for decision makers and policy leaders in the 21st century.</description>
